Rühm studied piano and composition at the University of Music and Dramatic Arts in Vienna. Since the early '50s he produced sound poems, spoken texts, visual poetry, photo montage and book objects. He is co-founder of the Vienna group (with Friedrich Achleitner, Hans Carl Artmann, Konrad Bayer and Oswald Wiener). Inspiration for his art are August Stramm, Kurt Schwitters, Gertrude Stein, Carl Einstein and Paul Scheerbart. From 1972 to 1996 he was professor at the College of Fine Arts in Hamburg, and from 1968 to 1982 President of the Writers' Congress in Graz. His works are located near the boundaries of music, language, gestures, and visual perception. His work has been honored with numerous awards. Rühm administers the estate of Franz Richard Behrens. Since 1978 he is member of the Free Academy of Arts in Hamburg.
